UK and France Will Dispatch Troops to the Country in the event that a Ceasefire Accord is Agreed

The London and Paris have formalized a declaration of intent concerning the deployment of armed personnel in the nation if a ceasefire be made with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

Following talks with Kyiv's partners in the French capital, he said that the UK and France would "set up operational bases across Ukraine and construct secure structures for arms and defense matériel" to prevent any future invasion.

The coalition members also put forward that the America would take the lead in monitoring a truce.

Moscow has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet responded on this latest development.

Context and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Moscow currently controls approximately 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the foreseeable future," commented Starmer.

National leaders and senior officials from the "Allied Coalition" were involved in the recent discussions.

Speaking at a joint press conference, he further said: "It paves the way for the juridical structure under which allied and coalition forces could work on the ground in Ukraine, protecting Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister also stated that London would take part in any Washington-directed monitoring of a possible ceasefire.

Security Guarantees and Diplomatic Positions

Top US negotiator Steve Witkoff said that "long-term security guarantees and substantial economic promises are essential to a permanent resolution" in Ukraine – alluding to a major demand made by the Ukrainian government.

Witkoff noted the allies had "mostly completed" their work on establishing such pledges "so that the Ukrainian people know that when this hostilities ends, it ends permanently."

The former US envoy, former American President Donald Trump's advisor, also participated in the negotiations.

Separately, France's leader Emmanuel Macron said that Ukraine's allies had made "significant advances" at the talks.

He said that "strong" security guarantees for Kyiv had been reached in the event of a prospective truce.

President Volodymyr Zelensky stated that a "major development" had been made in Paris, but qualified that he would only consider efforts to be "adequate" if they led to the cessation of the war.

Earlier, the Ukrainian leader indicated a settlement was "mostly finalized". Finalizing the last 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of unresolved issues for the parties involved.
  • Moscow has repeatedly warned that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any concession over how to end the war.
  • Zelensky has so far ruled out giving up any land, but has proposed that Ukraine could pull back its troops to an designated point – but only if Russia follows suit.
